John Foster Memorial Scholarship
The John Foster Memorial Scholarship was established in 2004 to commemorate John's more than 30 years of career in and commitment to Kansas law enforcement. John began his law enforcement experience with the Johnson County Sheriff's Office and later went to the Fairway Police Department. From 1971 to 1991 he was the chief of police in Lenexa. He retired there to become the Sheriff of Johnson County where he served until his death.
Created in 2004 through the joint efforts of the Kansas Association of Chiefs of Police, the Kansas Peace Officers Association and the Kansas Sheriffs Association, and through the project leadership of KBI Director Larry Welch, the program is designed and intended to offer educational assistance to sons and daughters of Kansas law enforcement officers.
